Iowa State Capitol under construction in 1880. Once finished, the appearance from the west was disappointing because the lower portion of the Capitol could not be seen due to the high bluff that existed at E. 9th. The Legislature corrected this by awarding a contract to Mike King, grading contractor, to remove 50,000 cubic yards of soil from the front lawn of the capitol.
